The IHRB is the independent internationally recognised racing regulatory body for horseracing across the island of Ireland, an industry that supports over 30,000 jobs and contributes €2.46 billion to the economy. 

Under the Horse Racing Ireland Act 2016, the IHRB is solely and independently responsible for making and enforcing the Rules of Racing and licensing all participants including Trainers, Jockeys, Stable Staff, Racecourses, Jockey Agents and Jockeys Valets. 


The IHRB is committed to maintaining the highest standards of integrity, respect, professionalism, excellence, accountability, and safety within the horseracing industry. The IHRB Code of Conduct for licensees outlines the expectations for behaviour and interactions among licensees, including jockeys, trainers, and other industry professionals, with Raceday Stewards, racing officials, and employees of IHRB, HRI, and racecourses.

  • The first step for anyone intending on obtaining a Jockey or Qualified Rider licence is to register for an account in the IHRB licensee hub. Anyone wishing to obtain a licence is encouraged to apply well in advance of when they intend to ride. All applicants must complete the two day Licence Induction Course followed by a one day riding assessment. Please note that places are allocated for these courses on a first come, first served basis. The next dates for this course are:   
    • 19 & 20 August
    • 21 & 22 October
    • 9 & 10 December


    Qualified Rider Category A1 / Flat / Apprentice Riding Assessment will take place on the following dates: 

    • 12 August
    • 14 October
    • 2 December

    Qualified Rider Category A3 / National Hunt Riding Assessment will take place on the following dates:

    • 13 August
    • 15 October
    • 3 December

  • The Stable Employee Bonus Scheme is financed by a 3% deduction from all prizemoney and that money is distributed to all registered stable staff at the end of the relevant quarter.  Trainers are obliged to display their annual signed Stable Employee Bonus Scheme Agreement in a communal area in their premises, such as the tack room.

  • When a horse is declared a non runner a suspension may be imposed, please see the table below for the circumstances when a suspension is applied and a veterinary certificate is required. 

    A suspension starts the day after the race in which a horse was declared a non runner; for example if a horse is declared a non runner on Sunday and a three day suspension is applied, the horse is therefore suspended on Monday, Tuesday and Wednesday, the horse may run again on Thursday. 

    Where a Veterinary Certificate is required it must be emailed to [email protected] within three business days.

    Should a horse be declared as a non runner for a reason not outlined above, the horse will be suspended for two days and a minimum fine of €200 will be imposed, unless Stewards Permission has been granted. 

    In the case of Transport Difficulties, where a fine has been imposed a trainer may apply to the CEO with evidence of mechanic or tyre work carried out for the fine to be remitted.  

    A suspension will not be applied under the following circumstances: Permission of the Stewards, Family Bereavement or when a hose has been Sold.
