Licensing Racecourses 


The licensing year for a Racecourse starts on 1 January and ends on 31 December each year. 


All racecourses are subject to an inspection of facilities at the discretion of the IHRB.  

An application by a racecourse for a Licence, both new and renewal, should identify the following: 

  • Racecourse Manager who shall be responsible for ensuring compliance with terms and conditions of the Licence   

  • Current fiscal structure including Board of Directors   

  • Racecourse Facilities  and details of any proposed or planned developments. 

  • Racecourse personnel including a deputy who may act as manager in absence of the nominated Manager  

  • Proof of valid Insurance 
  • Tax Clearance Certificate

  • Intended type and number of annual Fixtures

In the event of a change of manager a Racecourse Executive should advise the IHRB in writing about the change and details of the new manager within seven days of the appointment.   


A Racecourses’ license may be subject to restrictions or conditions imposed by the Licensing Committee at any time.   


A Racecourses’ license may be withheld, suspended or withdrawn by the Licensing Committee at any time. An example of when this might occur is if concerns are raised by the Clerk of Course or a Senior Racing Official.    


As of 1 January 2025, all Racecourses must have a suitable Trot-up facility adjacent to their stable yard entrances.
