Following the Paddy Power Chase at Leopardstown on 27 December 2025, the Raceday Stewards enquired into the start of this race.
Evidence was heard from the IHRB Starter, Mr P F Graffin and P Townend, rider of Captain Cody. P F Graffin stated that the riders’ initial approach was before time and he could not start the race. P Townend stated that he obeyed the rules, did as he was instructed by the starter and was disadvantaged by doing so. Having viewed a recording of the start (and listened to the accompanying audio) and considered the evidence the Raceday Stewards pursuant to the provisions of Rule 14 (ii) (b) referred the matter to a Senior Racing official for further investigation.
On 30 December 2025, a Senior Racing Official investigated the matter by reviewing all the available evidence, including the audio recording from the IHRB Starter’s loudspeaker. Mr P F Graffin also confirmed that he had spoken with P Townend subsequent to the enquiry and the rider had apologised to him for his actions down at the start, which he had accepted.
Having considered all the evidence including the subsequent apology, the IHRB has concluded that this matter does not meet the threshold of seriousness to warrant a hearing before a Referrals Committee and confirmed that no further action will be taken on this occasion.
