On the 15 of October 2026, the Directors of the IHRB approved the following changes which came into effect on 15 October 2026:
Rule 67 (i) (c):
A Horse shall not be allotted an initial Handicap rating where in the opinion of the Handicapper its performance would justify a rating below 45, unless the Horse has run and finished at least five times in Flat races, whereby the Handicapper may, at his discretion, assign an initial Handicap rating of 45.
