Rule 148 (xii), which came into effect on 8 February 2025, sets out the obligations on Trainers to maintain accurate and up-to-date records of the identity and location of all horses under their care and control, and to notify HRI of movements and other relevant events within 24 hours.
This Rule is a key element of the traceability framework for Thoroughbreds in training and supports the integrity and welfare objectives set out in the IHRB Statement of Strategy 2024–2027. Since its introduction, the IHRB has taken a supportive approach to implementation, including direct communication with Trainers and the use of Improvement Notices where appropriate.
Trainers are reminded that compliance with Rule 148 (xii) is required at all times. Trainers are therefore encouraged to review their systems and processes to ensure that all required notifications are made accurately and within the prescribed timeframes. Where non-compliance is identified, the matter will be considered for referral for disciplinary action in accordance with the Rules of Racing.
