On the 15 of October 2026, the Directors of the IHRB approved the following changes which came into effect on 15 October 2026:
Schedule of Prohibited Substances and Methods: Within ‘Methods Prohibited at all Times’.
3. Genetic and Cellular Manipulation
The following are prohibited at all times:
(i) Modification of the heritable genome at any time of a Horse's life to include Gene Editing and unapproved Genetic Therapy.
(ii) Any gene therapy or cellular manipulation in a Horse must not be capable of
(a) giving the Horse an advantage or disadvantage in a race contrary to the Horse's inherent merits
(b) being detrimental to the Horse's welfare
Note: Methods prohibited at all times have been located in the Schedule of Prohibited
Substances and Practices, with the title amended to restore the reference to Practices.
Corresponding references elsewhere in the Rulebook to the Schedule of Prohibited
Substances have also been reviewed and amended where necessary to reflect the
revised title and to ensure that the relevant enforcement provisions apply to both
prohibited substances and prohibited practices.
