On the 3 of September 2026, the Directors of the IHRB approved the following changes to the Licensing Committee Rule 19B and the amendment for the IHRB to grant licences including to Stable Staff which will become effective on 3 day of September 2026:
Rule 19B(6)
- Subject to an appeal to the Appeals Body, the Licensing Committee [Text Deleted] has the right to issue, refuse to issue, suspend or withdraw all licences to Jockeys’, Qualified Riders, Jockeys’ Valets, Authorised Riders Agents, Racecourses, Trainers and Stable Staff and to impose such conditions to any licence as it thinks fit. In the case however of Qualified Riders applying for a permit for the first time, the Licensing Committee may require applicants to attend an interview prior to deciding whether or not to issue the permit. In order to exercise its functions under this Rule, the Committee shall be entitled to receive information from Raceday Stewards, the Directors of the IHRB, Senior Racing Officials or any other pertinent party, in relation to any licence holder.
- The Committee may require any applicant for a licence to show that such person is a fit and proper person to hold such a licence.
- The IHRB may, through such person or persons as it may authorise for that purpose, grant or renew any licence or permit which these Rules or Regulations provide may be granted or renewed by the IHRB, where the applicable requirements for such grant or renewal have been met.
- A Stable Staff Licence may be granted or renewed by the IHRB in accordance with paragraph (iii).
