The Referrals Committee, one member panel chaired by Mr Justice Frank Clarke, convened at the offices of the Irish Horseracing Regulatory Board on 21 April, 2026 to consider whether P J F Murphy (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 18 April 2024 by IHRB officials.
On the day of inspection, the inspection team noted that there was no Medicines Register present for inspection, that passports were not available for all horses, and that a rider was observed riding out without a body protector. It was also noted that the Stable Employees Bonus Scheme Agreement was not displayed in a communal area.
At the Referral Hearing, the Committee considered submissions from Mr Murphy accepting the breach of rules and confirmation of subsequent compliance.
Having considered the evidence, the Referrals Committee found Mr Murphy in breach of Rule 85(i), Rule 148(iv), Rule 148(vii), Rule 148(xi)(b), and Rule 298(v). The Committee imposed a fine of €200 in respect of Rule 85(i) €200 in respect of rules148(iv), 148(vii) and 148(xi)(b), and €175 in respect of Rule 298(v).
