The Referrals Committee, one member panel chaired by Mr Justice Frank Clarke, convened at the offices of the Irish Horseracing Regulatory Board on 21 April, 2026 to consider whether Michael J Browne (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 27 April 2024 by IHRB officials.
On the day of inspection, the inspection team noted that there was no Medicines Register present for inspection and that passports were not available for all horses. It was further noted that the Medicines Register was not maintained in the prescribed manner and that the Stable Employees Bonus Scheme Agreement was not displayed.
At the Referral Hearing, the Committee considered submissions from Mr Browne, including acceptance of certain breaches and subsequent compliance.
Having considered the evidence, the Referrals Committee found Mr Browne in breach of Rule 85(i), Rule 148(iv), Rule 148(vii), Rule 148(ix), and Rule 298(v). Having regard to the nature of the breaches and taking all factors into account, the Committee imposed fine of €200 in respect of Rule 148(iv) and Rule 148(vii), and imposed a fine of €175 in respect of Rule 298(v).
