The Referrals Committee, one member panel chaired by Mr Justice Frank Clarke, convened at the offices of the Irish Horseracing Regulatory Board on 21 April, 2026 to consider whether Mr Jimmy Kelly (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 26 March 2024 by IHRB officials.
On the day of inspection, the inspection team noted that there was no Medicines Register present for inspection and that passports were not available or readily available for inspection.
At the Referral Hearing, the Committee considered submissions from Mr Kelly, including acceptance of the breach and evidence of cooperation with the IHRB on this matter.
Having considered the evidence on behalf of the IHRB and the Trainer, the Referrals Committee found Mr Kelly in breach of Rule 148(ix), Rule 85(i), and Rule 85(iii). Having regard to his submissions, the Committee imposed a total fine of €200.
