The Referrals Committee, one member panel chaired by Mr Justice Frank Clarke, convened at the offices of the Irish Horseracing Regulatory Board on 21 April, 2026 to consider whether J A Stack (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 14 May 2024 by IHRB officials.
On the 14 May 2024, the inspection team noted that while the Medicines Register was filled out to some detail there were incomplete sections.
At the Referral Hearing, the Committee considered written submissions from Mr Stack accepting the breach of rules and correspondence confirming that the Medicines Register had since been updated and made available to the IHRB in accordance with the Rules of Racing.
Having considered the evidence, the Referrals Committee found Mr Stack in breach of Rule 148(iv) and Rule 148(vii) and, having regard to his cooperation and subsequent compliance, imposed a fine of €200.
