The Referrals Committee, one member panel chaired by Mr Justice Frank Clarke, convened at the offices of the Irish Horseracing Regulatory Board on 21 April, 2026 to consider whether D Buckley (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 10 December 2024 by IHRB officials.
On the day of inspection, the inspection team noted that there was no Medicines Register present for inspection and that there was a failure to notify horse movements in accordance with the Rules. It was also noted that the Stable Employees Bonus Scheme Agreement was not displayed.
At the Referral Hearing, the Committee considered submissions from Mr Buckley, including acceptance of the breach of rules and confirmation that the Medicines Register had been updated and that compliance had been achieved.
Having considered the evidence, the Referrals Committee found Mr Buckley in breach of Rule 148(ix), Rule 148(xii), and Rule 298(v). Having regard to his cooperation and subsequent compliance, the Committee imposed a fine of €200 in respect of Rule 148(ix), €200 in respect of Rule 148(xii), and €175 in respect of Rule 298(v)
