W.P. Browne (Trainer) Referral - Stable Inspection 18th August 2021

The Referrals Committee, Mr. Peter M. Allen (in the chair), Mr. Laurence McFerran and Mr. Noel McCaffrey convened via Zoom on Friday, 18th February, to consider whether Willie Browne (Trainer) was in breach of any rules as a result of a stable inspection carried out at his Training Establishment on 13th October 2021 by Irish Horseracing Regulatory Board officials.

On the day, the inspection team observed that five horses, namely Kal’s Mogok, Ko Phan Ngan, Love Whisper, One Sweet Day and Realtin Fantasy, who were returned in training were not present at the time of the inspection as required under Rule 148(vi).

At the Referral Hearing, the committee considered a written submission from Mr. Browne.

In his submission, Mr. Browne accepted that five horses had not been returned out of training. He explained that Kal’s Mogok had returned to her owners stud in America, Ko Phan Ngan had suffered an injury and returned to her owner, Love Whisper had been sold, One Sweet Day had been moved to be trained in France and Realtin Fantasy had returned to her owner.

Having considered the evidence, the panel were satisfied that Mr. Browne was in breach of Rule 148(vi) in respect to five horses. Having considered his record in this regard the panel fined him €650.
