The Referrals Committee, Mr. N.B. Wachman (Chairman), Mr. Anthony Byrne and Mr. Noel McCaffrey convened via zoom on Wednesday 20th December 2023, to consider whether Mr. R.P. Rath (Trainer) was in breach of any rules of racing arising from a Stable Inspection carried out at his Training Establishment on 23rd September 2022 by IHRB officials.
On the day, the inspection team noted that Mr. Rath’s Medicines Register was not up to date as required by Rule 148(iii)(b) and that Larkfield Looney was returned in training on the day of inspection but was not on the licenced premises as required by Rule 148(vi).
In a written submission to the Referrals Committee, Mr. Rath accepted that he was in breach of both Rules and committed to maintaining his records in the future.
Having considered the evidence, the Referrals Committee imposed a fine of €300 in accordance with Rule 148(iii)(b) and €130 in accordance with Rule 148 (vi) for failure to return Larkfield Looney out of training.
