The Referrals Committee, Mr Justice Frank Clarke (Chair), Mr Michael Sheahan and Mr Marcus Magnier convened at the offices of the Irish Horseracing Regulatory Board on Tuesday, 30 June 2026 to consider whether Mr Mark Molloy (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 11 March 2026 by IHRB Officials.
On the day of the inspection, the inspection team noted that there while there were horses returned in training, however it was also noted that two horses were returned in Mr Molloy’s care but were not present at his Training Establishment, one having died and one having been retired and moved premises but the records were not updated. Furthermore, three young unnamed horses were recorded as present at the Training Establishment but were not recorded under Mr Molloy’s care.
At the Referral Hearing, the Committee considered submissions from Mr Molloy including his acceptance of the breach, his understanding of the importance of traceability and the steps his has taken to avoid a recurrence.
Having considered the evidence and the way in which Mr Molloy met his case, the Referrals Committee found Mr Molloy in breach of Rule 148(xii) and imposed a fine of €300.
