The Referrals Committee, Mr Justice Frank Clarke (Chair), Mr Michael Sheahan and Mr Marcus Magnier convened at the offices of the Irish Horseracing Regulatory Board on Tuesday, 30 June 2026 to consider whether Mr David Barry (Trainer) was in breach of any Rule of Racing arising from a stable inspection carried out at his Training Establishment on 25 March 2026 by IHRB Officials.
On the day of the inspection, the inspection team noted that one horse was returned in the care of Mr Barry but was not present at his Training Establishment. Furthermore, two horses were recorded as present at the Training Establishment but were not returned in the care of Mr Barry.
At the Referral Hearing, the Committee considered submissions from Mr Barry including his acknowledgement of the importance of the Rules of Racing, his explanation of the administrative oversight and the personal circumstances arising at the time which led to the breach and his confirmation that the issue has been rectified.
Having considered the evidence, the Referrals Committee found Mr Barry in breach of Rule 148s(xii)(a) and (b)(i) and imposed a fine of €100.
