The Referrals Committee, Mr Justice Frank Clarke (Chairman), Mr Anthony Byrne and Mr Nick Wachman convened at the Offices of the Irish Horseracing Regulatory Board on Thursday, 24 September 2026 to consider whether Mr Gary Caldwell was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 24 August 2026 by IHRB Officials.
On the day of the inspection, the inspection team noted five horses were identified at the Training Establishment but were not returned in his care and another horse recorded in Mr Caldwell’s care was not present. Furthermore, it was also noted that there was a failure to complete the Medicines Register correctly.
At the Referral Hearing, the Committee considered submissions from Mr Caldwell including his acceptance of the breach, confirmation he has taken steps to remedy the errors and an explanation of his personal circumstances.
Having considered the evidence, the Referrals Committee found Mr Caldwell in breach of Rules 148(xii)(a), (ix), (iv) and (v) and having regard to the submissions the Panel waived a fine on this occasion.
