The Referrals Committee, Mr Michael Hickey (Chair), Mr Michael Sheahan and Mr Noel McCaffrey, convened at the offices of the Irish Horseracing Regulatory Board on Tuesday, 23 June 2026 to consider whether Mr Dermot Anthony McLoughlin (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 26 August 2025 by IHRB officials.
On the day of inspection, the inspection team noted that riders failed to wear the approved safety equipment while riding out horses in the care and control of Mr McLoughlin, it was also noted that the Medicines Register was incomplete.
At the Referral Hearing, the Committee considered submissions made on behalf of Mr McLoughlin by Mr Feidhlim Cunningham, CEO of the Irish Racehorse Trainers Association.
Having considered the evidence the Referrals Committee found Mr McLoughlin in breach of Rule 148(xi)(b) for failing to ensure approved safety equipment was worn by his staff when riding out, Rule 148(iv) and (v), in that the Medicines Register was incomplete. Having regard to the circumstances and submissions, the Committee imposed no sanction on this occasion other than to remind Mr McLoughlin of his responsibilities in this regard due to mitigating circumstances.
