W P Browne (Trainer) Referral – Stable Inspection 13 August 2025

The Referrals Committee, Mr Michael Sheahan (Chair), Ms Meta Osborne and Mr Anthony Byrne convened at the offices of the Irish Horseracing Regulatory Board on Tuesday, 7 July to consider whether Mr William Browne (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 13 August 2025 by IHRB Officials. 

 

On the day of the inspection, the inspection team noted that only three passports were produced for seven horses recorded in Mr Browne’s care; it was noted that four horses recorded as being in Mr Browne’s care were not present during the inspection. Furthermore, it was noted that there was a failure to ensure the Medicines Register was completed correctly 

 

At the Referral Hearing, the Committee heard evidence from Mr Browne including his acceptance of the breach of the Rules, confirmation that steps had been taken to remedy the administrative errors and an explanation of the family circumstances arising at the time of the inspection. 

 

Having considered the evidence, the Referrals Committee found Mr Browne in breach of Rules 85(i), 148(xii), (iv), (v) and (vii) and having regard to the submissions, the Committee imposed an overall fine of €800.
