Regulatory Legal Advisor
14 May 2021The Irish Horseracing Regulatory Board (IHRB) is the Regulatory Body for horseracing in Ireland, responsible for the integrity, reputation and licensing of Irish horseracing. An opportunity for a Regulatory Legal Advisor position has now arisen within the Licensing, Legal and Compliance Department which will be based in the IHRB Offices, the Curragh, Co. Kildare. The initial contract will be for a two-year fixed period and subject to review.
JOB FUNCTIONS/RESPONSIBILITIES
Reporting to the Head of Licensing, Legal and Compliance, this role is a key function of support. The role will assist with the management of the regulatory processes and other legal matters. Work will include supporting the Head of Licensing, Legal and Compliance in relation to variety of matters including but not limited to licensing, disciplinary, compliance and general legal matters. This role will be based mainly in the office and include:
- Managing Referrals and Appeals including preparation of case, drafting correspondence, answering queries and presenting cases;
- Working with the Legal and Disciplinary Assistant regarding the setting up of hearings;
- Providing support to investigations;
- Review and drafting of rules;
- Drafting and updating procedures for disciplinary matters;
- Assisting with board meeting preparation;
- Drafting correspondence;
- Assisting with licensing matters;
- Assisting with ad-hoc projects for the Head of LLC.
- General administration including marking up of documents, preparation of briefs, copying and scanning.
KEY REQUIREMENTS
- Legal qualification with at least 2 years pqe as either a barrister or solicitor.
- Experience with disciplinary processes and legal processes would be beneficial.
- Knowledge of racing and/or sports regulation desirable but not essential.
- Excellent time keeping, able to work on their own initiative, conscientious and reliable. A track record of being an effective team player, able to communicate to, and get on with, people
- The highest standards of integrity and discretion to deal with confidential regulatory information
- The capacity to work flexibly adjusting own priorities in order to provide optimum and effective support.
- Meticulous attention to detail, expert prioritisation and organisational skills with high quality work output.
- Ability to work to deadlines in a dynamic, fast paced work environment.
- Able to work under pressure with common sense, discretion and diplomacy
- Brings potential solutions rather than problems to manager/colleagues
- Excellent communication and inter-personal skills with internal and external stakeholders
- Ability to work independently and proven evidence of leadership
- Ability to take ownership of processes and projects.
- Comfortable with Microsoft Office and general office technology
The successful applicant will be based at the IHRB Offices in the Curragh but may be required travel on occasion within Ireland. The remuneration package will reflect the responsibilities of the position and experience of applicants.
