Making An Appeal

20 May 2010 How do I appeal a decision of the Stewards?

All decisions of the Stewards affecting an owner, trainer or rider of any horse running in a race or any person dealt with by the Stewards can be appealed. The application of appeal (to be submitted within 48 hours to the Offices of the Governing Bodies) must be accompanied by a deposit of €500 and must state the specific reasons for the appeal. The appeal is heard by the Appeals Body by way of a full re-hearing and their decision is final. The Appeals Body sits in two divisions and the appellant can express a view as to which division should hear the appeal. However, if the preference is for division 1 the Chairman of that division can decide not to hear the appeal but send it to the lower division 2 which mainly deals with minor sanctions imposed by the Stewards.

For full details of the make up of each division of the Appeals Body see Rule 19C.

How do I appeal a decision of the Referrals Committee?

When the Stewards decide that a breach of rules has been committee that merits a fine or punishment in excess of €4,000 or 50 days suspension or if for some reason they cannot conduct or conclude an enquiry on the day they can refer the matter to the Referrals Committee who will deal with the case. Any decision made by them can also be appealed as above.
