IT Project Manager & Business Analyst (Fixed Term Contract – 12 months)

The Irish Horseracing Regulatory Board are seeking to recruit an IT Project Manager/Business Analyst primarily to manage a portfolio of projects for our online application requirements, including the implementation of a HR, Rostering and Expense Management System. A key member of the team, reporting to the IT/IS Manager, this role will be expected to take responsibility for managing teams and will assist with the business analysis and design of fast, secure, reliable and highly usable applications. The role will involve working with external contractors of design, development, infrastructure, architect and database specialists. He / she will be responsible for the overall direction, coordination, implementation, execution, control and completion of specific projects ensuring consistency with company strategy, commitments and goals. This is a great opportunity and an exciting time to join a dynamic IT Department in delivering high-end solutions with the goal of improving the integrity of horse racing in Ireland at the forefront of all projects. This role is initially a 12-month fixed term contract with the strong possibility of being made permanent.

Key Roles & Responsibilities:

  • Work closely with management to understand the business requirement for the projects, developing effective working relationships and ongoing management processes for the project.
  • Work with a variety of external contractors to lead the project team and ensure that all development projects are delivered within the timescales and to the quality expected.
  • Define and manage changes in the project scope, goals and deliverables, resource requirements and work plan for the projects, managing project dependencies, critical path and success criteria.
  • Direct and manage project development from beginning to end, including agreeing and managing the project budget.
  • Ensure that the project is delivered within the financial requirements and the expected timeframe of the Business.
  • Manage, monitor and motivate the cross functional team assigned to the project, including internal team members, external consultants and suppliers.
  • All reporting, including project progress, risks & issues analysis and ad-hoc reporting.
  • Develop and deliver progress reports, proposals, requirements documentation and presentations.

Skills and Experience:

  • At least 5 years previous experience in a similar role with a BSc degree or equivalent in Computer Science or related discipline and a Project Management qualification, preferably Prince II Practitioner.
  • Possess a mixture of both business and IT project delivery experience with software vendor experience as well as third parties with an ability to foster motivation with the team and work to tight timelines.
  • Experience of the whole project life cycle gained within complex enterprise environments.
  • First-rate documentation skills and excellent communication skills with the ability to identify and understand user requirements and translate into technical documentation.
  • Excellent organisational skills and experience working to deadlines, managing multiple sub projects simultaneously, in a time sensitive environment.
  • Ability to collaborate and communicate effectively across multiple stakeholders at different levels.
  • Experience issuing and evaluating responses to RFIs, RFPs and RFQs with an ability to provide scoring mechanisms to evaluate tenders.
