Compliance and Regulation Manager
27 October 2023The Irish Horseracing Regulatory Board (IHRB) is the Regulatory Body for horseracing in Ireland, which is a €2.5 billion industry supporting over 30,000 jobs. The IHRB is responsible for safeguarding the integrity and reputation of Irish horseracing and enforcement of the Rules of Racing and Irish National Hunt Steeplechase Rules, including anti-doping.
Compliance with the Rules of Racing on and off the racecourse is ensured in part through disciplinary hearings. In order to bolster this function, the IHRB now wishes to recruit a Compliance and Regulation Manager. This is a new role, reporting to the Head of Licensing, Legal and Compliance, whose primary responsibility will be to manage the compliance and disciplinary function and processes in the IHRB.
PRINCIPAL RESPONSIBILITIES
- To manage compliance cases including preparation of case file and briefs, drafting correspondence and answering queries;
- Presenting cases to Disciplinary and/or Appeals Panels as required;
- Instructing Counsel when necessary;
- Managing department workflow and tasking, including working with the Compliance Administrator to schedule and run hearings;
- Tasking and co-ordinating investigations, reviewing and finalising reports; and
- Review and drafting of rules and procedures relating to compliance matters.
The Person
To be considered for this position you will need at least three years hands-on experience of case management, ideally with prior knowledge and experience of regulatory and/or disciplinary processes. The ability to take ownership of the role and responsibilities and to demonstrate leadership and integrity as part of a small team. Meticulous attention to detail is required and excellent prioritisation and organisational skills with the capacity to work flexibly, adjusting own priorities to deliver optimal team outcomes.
You will need excellent inter-personal and communication skills with the ability to build strong working relationships across the organisation and externally and to inspire the trust and confidence of others.
You will have an interest in the organisation and its work with a curiosity to learn, and a strong work ethic with willingness to go “above and beyond” when needed.
The role is based in the IHRB Offices at the Curragh with typical office hours of 9am – 5pm Monday to Friday.
Education, Knowledge & Experience
- Professional legal qualification with at least 3 years post qualification experience in relevant area.
- Individuals with strong legal executive experience in case management will be considered.
- Excellent organisational ability and attention to detail, and strong verbal and written communication skills.
- Experience in presenting of cases including dealing with witnesses would be beneficial.
- Proficiency in Microsoft Office (Excel, Word, Outlook etc.) and general IT skills are essential
- A self-starter capable of working on own initiative and who can show leadership as part of a team.
- Ability to provide constructive feedback and quality assure all areas of work.
- Some Horseracing industry knowledge would be advantageous, but not essential.
