The Referrals Committee, Mr Michael Sheahan (Chair), Ms Meta Osborne and Mr Anthony Byrne convened at the offices of the Irish Horseracing Regulatory Board on Tuesday, 7 July to consider whether Mr Richard Foley (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 19 March 2026 by IHRB Officials.
On the day of the inspection, the inspection team noted that six unnamed horses were present at his Training Establishment but were not returned in the care of Mr Foley.
At the Referral Hearing, the Committee heard evidence from Mr Foley including his acceptance of the breach, his description of the technical difficulties he encountered when he engaged with the system and his confirmation that the issue has been rectified.
Having considered the evidence and the circumstances of this case, the Referrals Committee found Mr Foley in breach of Rules 148(xii) and imposed a fine of €250.
