The Referrals Committee, Mr Michael Sheahan (Chair), Ms Meta Osborne and Mr Anthony Byrne convened at the offices of the Irish Horseracing Regulatory Board on Tuesday, 7 July to consider whether Mr Conor O’Keeffe (Trainer) was in breach of any Rules of Racing arising from a stable inspection carried out at his Training Establishment on 26 March 2026 by IHRB Officials.
On the day of the inspection, the inspection team noted seven unnamed horses were recorded as present at the Training Establishment but were not returned under Mr O’Keeffe’s care.
At the Referral Hearing, the Committee considered written submissions from Mr John Fitzgerald, Restricted Trainers Association, on behalf of Mr O’Keeffe, including acceptance of the breach of the Rules and confirmation of his understanding of Rule 148(xii).
Having considered the evidence, the Referrals Committee found Mr O’Keeffe in breach of Rule 148(xii) and having regard to the submissions, the Committee imposed a fine of €400.
