The Stewards requested a report from T. Hogan, trainer, as to the apparent improvement in form of Nebo, placed first, as compared with its recent form. The trainer stated that his charge was formerly rated 108 and had shown plenty of ability in the past and felt the application of blinkers instead of cheekpieces on this occasion had helped to bring about the apparent improvement in form. Having considered the report, the Stewards noted the explanation offered.

GENERAL INFORMATION

The following Raceday Stewards acted on behalf of the Irish Horseracing Regulatory Board at this race meeting:

Mr. John McGuire (Chairman),

Ms. Jill Farrell,

Mr. OLiver Kearney,

Mr. L. Walsh.

The Stewards received a report from Mr. C. Gordon, IHRB Head of Security, regarding a possible breach of the Covid-19 protocols at todays meeting. Evidence was heard from Mr. Gordon and also from Mr. Declan O Connor, IHRB Security working at the health check centre, and Mr. Paddy Twomey, Trainer. Mr. Gordon stated that a possible breach of the protocols was brought to his attention by Mr. O. Connor whereby Mr. Twomey had entered the racecourse despite being informed that his quota of staff under the protocols was already reached.
Evidence was heard from Declan O Connor, who stated that Mr. Twomey had presented himself at approx 16:30 to gain access and at this point was informed that his staff quota was exceeded for today. He further explained the procedure whereby an application can be made for extra staff prior to racing. He stated that Mr. Twomey, while not aggressive used inappropriate language at this point. He confirmed that he did not deny Mr. Twomey access.
Evidence was heard from the trainer concerned, who expressed his dissatisfaction with the protocols and stated that he was unaware of the need to request extra staff if required.
Having considered the evidence, the stewards referred the matter to a Senior Racing Official under the provisions of Rule 14 for further investigation.
