Ross O'Sullivan (Trainer) Referral - Naas, 4th November 2018

The Referrals Committee Mr. N.B Wachman (in the chair), Ms. Mary M. O’Connor and Mr. Philip McLernon convened at the Offices of the IHRB, The Curragh, Co. Kildare on Thursday 10th October 2019 to consider the Referral of Mr. Ross O’Sullivan (Trainer) by the Stewards at Naas on 4th November 2018.

On the day, following the running of Congrats to Naas Minor Football Handicap, the Stewards intended to interview Ross O'Sullivan, trainer of Doonard Prince, regarding the late arrival of the horse into the Parade Ring. As the trainer was not present at this meeting and had not nominated an Authorised Representative in accordance with the provisions of Rule 147 (v), the Stewards referred the matter to the Referrals Committee for their consideration.

Evidence was heard from Mr. O’Sullivan who explained that an issue with another horse in the chute to the Parade Ring had delayed Doonard Prince and accepted that the horse had been late into the Parade Ring. He advised that he had completed the necessary form for the person accompanying the horse on the day, but it had been mislaid. He stated that he had since submitted annual forms for four individuals to represent him to ensure that this issue would not arise again.

Having considered the evidence, the Referrals Committee accepted the explanation for the late entry into the Parade Ring. In respect of the failure to nominate an Authorised Representative they found Mr. O’Sullivan in breach of Rule 147(v) and imposed a fine of €130.
