Senior Stipendiary Steward

The Irish Horseracing Regulatory Board (IHRB) is the regulatory body for horseracing in Ireland, responsible for the integrity and reputation of Irish racing domestically and internationally, including the licensing of participants in Irish Racing.  The IHRB is currently recruiting for a Senior Stipendiary Steward who will report to the Head of Raceday Operations.

Working predominantly on the racecourse, the Senior Stipendiary Steward will perform a key, public facing role for the IHRB acting as a Team Leader to the Stipendiary Stewards. This role will have the responsibility for overall management of the team by liaising with the Head of Raceday Operations, Raceday Operations Manager, Raceday Officials, Stewards and IHRB administration to ensure the efficient and effective delivery of the integrity services in Irish horseracing. 

Responsibilities and Duties

  • Leadership and coordination of the Stipendiary Steward team, ensuring highest standards and consistency of interpretation and application of rules.
  • Monitoring the application of rules and the effectiveness of sanctions and providing advice.
  • Carry out Stipendiary Steward duties when rostered, including
    • Observing races as a Raceday Steward and advising the Stewards on the interpretation and implementation of the rules
    • Approve the wording of all communications issued by the Stewards Room
    • Liaise closely with the IHRB Communications Manager and having responsibility for ensuring the media are updated on Stewards’ decisions via IHRB social media channels and in-person on racecourse
    • Working closely with all other raceday Officials to ensure the delivery of integrity services to a high standard
  • Responsible for arranging regular case review meetings and training for the Stipendiary Steward team.
  • Preparation and presentation of rule-related matters and updated guidance to the team as appropriate.
  • Involvement and participation in investigations and hearings – attendance at training will be required as appropriate.
  • Attendance and participation at the Stewarding Review Committee and at seminars.
  • Have input into and propose changes to rules and procedures and implement same.
  • Any other duties as may be required from time to time.


  • Knowledge of horseracing and the rules of racing, experienced race reader with the ability to interpret and apply the rules.
  • Excellent interpersonal skills and ability to deal effectively with all licensees and stakeholders and to represent the IHRB.
  • Strong oral and written communication and presentation skills.
  • Robust analytical and decision-making skills with good attention to detail.
  • Leadership abilities, inspires the trust and confidence of others.
