The Referrals Committee, Mr. Laurence McFerran (in the chair), Mr. Anthony Byrne and Mr. Noel McCaffrey convened at the Offices of the Irish Horseracing Regulatory Board on Friday 28th October 2022 to consider whether or not Mr. Michael O’Connor was in breach of any Rules of Racing arising from a Stable Inspection carried out at his Training Establishment on 9th March 2022.

On the day, the inspection team noted that there was a veterinary prescription present validating the use of Ventipulmin in December 2021 under veterinary direction, however there was no entry of this in the Medicines Register provided to the inspection team.

At the Referral Hearing, evidence was heard from Mr. O’Connor who accepted that there had been no entry for the administration of Ventipulmin in his Medicines Register as it had erroneously been put in the Medincines Register for the previous year.

Having considered the evidence, the Referrals Committee found Mr. O’Connor in breach of Rule 148(iii)(b) in that that he had failed to keep his Medicine Register up to date. Having considered his record in this regard, the panel fined him €250.

The case was presented by Mr. Michael Daly, IHRB Regulatory Legal Advisor.
