The Referrals Committee, Mr. Justice Tony Hunt (in the chair), Mr. Laurence McFerran and Mr. Nicholas B. Wachman convened in the Stewards Room, The Curragh Racecourse on Tuesday 11th April 2023, to consider whether Mr. James Joseph Mangan (Trainer) was in breach of any rules of racing arising from a Stable Inspection carried out at his Training Establishment on 20th October 2021 by IHRB officials.

On the day, the inspection team noted that despite signage indicating that skull caps and body protectors must be worn as per Rule 148 (v)(b), two riders were observed riding out without back protectors.

The Referrals Committee considered written submissions from Mr. Mangan and from both riders in question. In his written submission, Mr. Mangan accepted that he was in breach of Rule 148 (v)(b).

Having considered the evidence, the Referrals Committee found Mr. Mangan in breach of Rule 148(v)(b) and imposed a fine of €200 in respect of both riders, totalling €400.

The case was presented by Mr. Michael Daly, IHRB Regulatory Legal Advisor.
